Ijaab is what is said first and whatever is said in it' s reply is known as Qabool. It is not necessary that a woman makes Ijaab and a man makes Qabool only, rather it can occur vice versaas well. (Durre-Mukhtaar, Raddul-Muhtaar) Rule- Ifthe father orWakeel ofthe girl says to the man, "I have givenmy daughter or the one who has delegated me power in Nikah to you or have made her Nikah to you." To which he replies, " I have accepted " or his father or wakeel replies, "I have accepted her for my son or the man I represent" then the Nikah is valid and done. (Alamghiri) Rule- If a woman says to a man, " I have made my Nikah to you on condition that whenever I choose to, I can take my Talaaq" and he accepts then the Nikah is done and the woman has the choice of taking Talaaq whenever she wishes to.
