(Raddul-Muhtaar) NOTE . In an area where Hadd cannot be implaced for Zina, or accusing a person of it, drinking alcohol, or stealing, social boycott is to be adopted. Meaning the person should be made to understand first that his or her conduct is not correct and if tauba is made and the act stopped then no further action should be taken. However if this is not the case, then Muslims should socially boycott the person by not having any contact with h im or her. Besides social boycott, no other punishment can be implaced.
